TNR Explained: How Trap-Neuter-Return Actually Works
What trap-neuter-return involves from first count to release, why the ear tip matters, and the honest version of what percentage of a colony you have to reach for it to work.
Two unneutered cats behind a restaurant in April are not two cats. A female can have two or three litters in a year, kittens from the spring litter can be breeding by autumn, and by the following summer the people feeding them are dealing with something they did not sign up for and cannot afford. That arithmetic is why trap-neuter-return exists, and why doing it slowly and partially is close to not doing it at all.
TNR is exactly what the name says. You trap the cats in a colony, a vet sterilises and vaccinates them, they recover, and they go back to where they were living. The point is not to relocate or remove them. It is to stop the reproduction while leaving a stable, sterilised group in place holding the territory.
Why the cats go back
The return is the part that gets argued about, and the reasoning behind it is worth understanding rather than assuming.
Cats live where there is food and shelter. Remove a colony and you have not removed the food source, so cats from surrounding areas move in over the following months, and they arrive unsterilised. The population comes back, sometimes larger than before, and everyone’s effort is spent. A sterilised colony left in place occupies the space and keeps newcomers out, while its own numbers fall through attrition rather than reproduction.
That is also why a sterilised colony is not the same thing as an abandoned one. Numbers drop as cats age out or move on and nothing replaces them from within. It’s slow. It is also the only version that holds.
The behaviour changes too, and this is what usually wins over the neighbour who was complaining. Neutered males stop the spraying, the yowling and most of the fighting. Females stop calling and stop attracting toms from streets away. A colony that was noisy and visible becomes quiet and easy to ignore within a couple of months.
The sequence, in the order it actually happens
Start by counting and watching, not by borrowing traps. Feed at the same time each day for a week or two and you’ll learn how many cats there really are, which are already ear-tipped, which look pregnant, which look sick, whether there are kittens, and what time they show up. People routinely underestimate a colony by a third because the shy ones eat last. Photographs help enormously here, because “the grey tabby” turns out to be three grey tabbies.
Book the clinic before you trap. This is the most common beginner mistake in the whole process. Traps get set, cats get caught, and then someone starts phoning around for an appointment with a distressed animal in a box in the kitchen. Clinics that do TNR work usually run on set days and need booking in advance, and many have specific requirements about trap type, drop-off time and paperwork.
Withhold food for about 24 hours before trap night, water always available. A well-fed cat has no reason to walk into a metal box. This is standard practice and it does no harm over that timescale.
Set traps in the evening where the cats already feed, covered with a sheet so the trap looks like a tunnel rather than a cage, and never leave a set trap unattended. Check them constantly. A trapped cat panics, and a trapped cat in the sun, the rain or the cold is in real danger. Once a cat is in, cover the trap fully. Darkness calms them almost immediately.
The cat stays in the trap from that point until release. You do not move it to a carrier, and you do not open the door to check on it. This is not cruelty, it is the only safe way to handle an unsocialised cat, and every experienced trapper will tell you the same thing.
At the clinic the cat is sterilised, vaccinated against rabies where that applies locally, usually treated for parasites, and ear-tipped.
The ear tip
A straight cut removing about the top quarter-inch of the left ear, done under the same anaesthetic as the surgery. It is the universal signal, understood by vets, animal control officers and other trappers, that this cat has been through the process.
It exists because there is no other way to tell from twenty feet away. Without it, a returned cat gets trapped again by the next volunteer, goes through an unnecessary anaesthetic and takes up a clinic slot that another cat needed. Some places tip the right ear by local convention, but the left is the widespread standard. If a cat picked up by animal control is ear-tipped, that mark is frequently the thing that keeps it out of the intake queue.
Recovery and release

Cats recover in the covered trap, indoors, somewhere quiet and temperature-stable. Common practice is around 24 hours for males and 48 to 72 hours for females, whose surgery is more invasive. Extend it if the weather is bad, if the cat is still groggy, or if the incision looks wrong. Follow whatever your clinic tells you over any general guidance, including this.
You are watching for a cat that is fully alert, eating and behaving normally, with a clean dry incision and no bleeding, swelling or discharge. Any of those and it goes back to the vet rather than back to the street.
Release at the same spot you trapped, ideally at the same time of day, and let them go without ceremony. Most bolt and reappear at the next feed as if nothing happened. Some avoid the area for a day or two. Almost none leave permanently.
The number nobody likes
Here is where honest guidance matters more than encouragement. The figure quoted everywhere is that you need to sterilise at least 70 percent of a colony for the population to decline. That number is a floor, not a target, and the research behind it is less comfortable than the slogan.
Published studies looking at real colonies put the proportion needed for reliable decline somewhere between roughly 71 and 94 percent, depending on how much immigration the site gets and how quickly. Population models of urban environments have suggested rates above 90 percent to be confident of long-term reduction. Case work bears this out at the high end: interventions reaching near-total sterilisation of a colony have shown substantial size reductions over a couple of years, while scattered partial efforts largely show a colony holding steady.
Practically, that means concentrating. Finishing one colony completely beats doing 60 percent of three colonies, even though the second option feels like more progress and produces better photographs. A colony at 60 percent is still growing. The remaining unsterilised females will fill every gap the sterilised cats leave.
It also means keeping track. When you’re eight cats in and three of them look similar, “have we done the tortoiseshell?” is a genuinely hard question, and getting it wrong costs a trap night and a clinic slot.
Whatever you use, record per cat: description and a photo, ear tip status, sterilisation date, vaccinations and their due dates, and which colony it belongs to. Then record the colony total and the proportion done, because that percentage is the only number that tells you whether the work is going to succeed. What TNR does not solve
It does not empty a colony quickly. Cats live years, and a stabilised colony shrinks on a timescale measured in seasons.
It does not remove the need for care. Someone still feeds, still watches for illness and injury, and still notices when a new unsterilised cat turns up, because one will.
And it does not address every concern people have about outdoor cats, particularly around wildlife, which is a genuine and contested debate that TNR mitigates rather than settles.
Kittens are the exception to all of it. Young enough and they can be socialised and homed, which is a far better outcome than a return, and most groups have a rough cutoff around eight weeks. Friendly adults sometimes turn out to be someone’s lost pet. Check for a microchip before assuming a cat is unowned.
